I personally cannot decide myself, there is alot of viability surrounding Orc, Undead, and Surprisingly Panda with the Kick into quaking palm duo mixed with bigger food buff.
 
Blood elf are only useful for dispelling PWS

Undead get a CC breaker, which holds very little value in the 10-19 bracket seeing as there isnt much CC to worry about (especially as a rogue who spends 70% of their time stealthed)

Trolls receive a /cast haste proc, which isnt as valuable as other racials IMO

Orcs receive a /cast attackpower proc, which isnt as valuable as other racials IMO

Goblins are extremely handy with rocket jump, which could be used as a gap closer or to easily maneuver up Horde GY / tunnels

Panda are great for interrupting cast

This is the tier list I would place them in.
T1: Goblin, Panda
T2: Blood elf, Orc
T3 Undead Troll

Just my thoughts. Nobody has to agree with them.

I think you are forgetting Undead has Touch of Grave proc every 20 seconds, hits for around 60 with 90-100 crits.

Im not forgetting anything. I made notice of the major attractions to each race. Touch is nice and all, but if I wanted that extra 60 damage I'd just run elemental force. Those were my thoughts on the big picture of each race. Im not going to get into underwater breathing as an Undead or that extra pet damage you get as an Orc.
 
pandas for the extra cc/interrupt/mobility

and food buff

even though rogues are full of cc anyway, nothing wrong with that.

also the point of rogue isnt damage, even though their damage is good now the point of rogue is to stun/interrupt/disrupt and abuse stealth, which all have nothing to do with damage

even if you want damage, having more uptime on the target by getting close to them will give you more damage than having a racial that increases your damage. whats the point of that if 80% of classes can get away from you?
 
Goblin, overall.

But they are dreadful little creatures, so I'd still discourage it.
 
in previous xpacs, there was a very strong argument for belf because it gave rogues another interrupt (which was also aoe) - because rogue excels at disruption this was an extremely op racial

goblin however was always a close second or maybe tied because of how precious mobility is at 19 - without belf as a competitor, nothing on horde contests goblin. like not even close

I would disagree with this. Orc can be very closely used compared to goblin. Even more so if you have slows in your team (be it a hunter, shammy, etc) because with pistol shot you CAN catch up with help from your team, or get away for a restealth.

- basically every class has a means of getting away from rogue immediately. even if they dont have trinket up, they will get away from you before the orc racial expires.

- rogues can be very easily cc'd/peeled after they open

- damage is fine for 0-100ing noobs which is the only reason most people make a rogue to begin with, but any twink with a brain is going to know how to deny you damage

- it is SIGNIFICANTLY HARDER to deal with a rogue that can stick to you after you get away

- the jump also has a lot of additional applications that are extremely strong. you can ninja flag return out of steath, you can goblin jump > stealth > cheap shot, you can goblin jump/parachute cloak across the map, there's just so much stuff you can do with it.

- orc racial lets you zug zug for a few seconds, provided that your target doesnt get away

tldr, goblin is just hands down better, any experienced twink (in pugs and/or premades) will back this idea. if mobility and peels get nerfed then orc may be a considerable option

only real reason to roll orc is because you like big shoulders. but in a game about optimization, on a class that relies extremely heavily on good positioning and would kill for more mobility in a meta where druids rule everything, having a racial that gives you more mobility and positioning is 10000000x better than orc racial 99% of the time

roll w/e you want obviously if you just wanna mess around but goblin is the way to go if ur trying 2 b serious about it. not tryin 2 b a weasel here #pondboys #noweasels but this is just the truth my dudes #frogchamp xd LMAO
