Best enchants for phase 3?

So I was wondering what the BiS enchants will be for 19 hunters at phase 3, taking into consideration enchants such as +25 agility won't be available until phase 5. Thanks for the help in advance

you have like 5 enchants to choose from

why is Enchant 2H Weapon - Agility not available until phase 5?

i did enchanting years back, the +15 agi took more timbermaw rep to unlock than the +25 agi, which was aggravating. since i was wanting it for a rogue. both enchants were added on 1.13. is that 5th phase in classic?

sorta makes no sense, since PVP phase is coming next, and these agility enchants are key enchants for rogues, druid, shams, hunters
