Just FYI i didnt include proc crits because that would have exponentially pushed up the work to be done and i just cba tbh ^^ though it only really puts it more in GS's favour though anyway here is the list of what the chance of GS proccing for each time. I also assumed that white non crits were constant and didnt vary.

BAR was much easier to work out since i didnt have to factor in procs.

here we see that BAR has a 37% chance of hitting harder than base burst and a 20.6% chance of hitting harder than 375 damage.
There are slight differences in the values, and BAR hits slightly harder on average but GS hits hardest more often
Thus i feel confident in saying
!!!!!!!!GS > BAR !!!!!!!! (for burst)(especially for humans)
EDIT: BAR does have about 1% higher chance of hitting above 450dmg, but i think that since this happens so rarely this is more than compensated for by the much higher topend burst of GS.
Edit2: its worth noting that (afaik) GS's proc isnt mitigated by armour, thus putting it even more in GS's favour.
