Mr Theory
Since the release of patch 5.0 (and MoP), most of these chardevs will change to reflect the class/role changes. This includes hit/expertise caps, the value of spirit (and mastery for shield tanks). The old chardevs will stay here for now, and I will update the individual ones as I can. Please request if you don't see one here, and I'll put a higher priority on that spec.
PvP
The chardevs here are mostly based on personal preference, as PvP is a lot more fluid with gear than PvE is. It all depends on your team composition, the bracket you're playing (2v2, 3v3 or 5v5, or even RBG), and playstyle. Enchants are mostly static, but gems can be changed around at the user's preference.
Warrior
Arms - For pvp, especially in this bracket, it's rather tricky to choose between which stat is better for burst. Crit, or mastery. You can get close to 100% strikes of opportunity (the old sword spec) with the right gear, and that potentially makes a warrior an extremely bursty monster. However, crit is also valuable, so it's difficult to choose between the two, whilst keeping 4set pvp. Reforge as you will, just make sure to cap hit + expertise. Warriors still don't have much mobility in this bracket due to a lack of heroic leap, but they're not as weak as other brackets.
Protection - Protection has spectacular burst, as it has the AP in this bracket, just like it does at 70. With double charge and intervene-freedom, it can be an extremely mobile spec. Titanium plating on the shield allows for landslide on weapon (as 4set PvP isn't worth dropping t10 2set for). Resilience is variable, replace gems as needed. Warriors still take quite a lot of damage, but prot takes far less.
Paladin
Holy - This set is basically geared for as much crit and resilience (crit>resilience) you can go for in PvP gear. Crit is by far the most important stat, as holy paladins can die if they get locked, so more instant casts is always better than less. Haste isn't a useful stat at all, so it's ignored (even going down to the cloak enchant). If you want a set for running bgs that doesn't need the survival, swap some enchants and gems, or use 2pc t10 (helm and legs are the best pieces)
Retribution - Ret has around the same survival as it does at 85, except you miss out on the 60% WoG crit talent. Crit is valued higher than mastery for burst, and haste isn't very useful at all, because of target uptime. Resilience is a "safe" set, but you can go for more defense/offense if you feel it necessary.
Protection - Protection doesn't really need resilience at silly high levels, as it's rather anti-caster, and has extremely high armor + Sanctuary, which means 10% damage reduction statically. Crit is also worthwhile, much moreso than the other stats. Titanium plating is a must, and it allows landslide on weapon. Protection can throw out some absurdly high crits, near-globaling some classes if it can sit on them for a few seconds. It's also much harder to kill than most melee, given the guardian-spirit type cooldown.
Hunter
Hunter - Spec is much less important to gear as a hunter, especially when looking at PvP. Burst is so important that I've put a huge weight on mastery (especially for marksmanship which is way over critcap at this level), but feel free to reforge around to your needs. the set is hitcapped and spell pen capped.
Rogue
Priest
Death knight
Blood - Offensive spec, ignores mastery completely. Blood has a special niche, even without vengeance. It does a high amount of damage with a lot of haste + crit, and in some cases just refuses to die.
Frost 1 - Goes for more resilience and mastery for better survival, and potentially higher burst. This will work well against casters.
Frost 2 - Less resilience than the above, but has more offensive stats, which can be extremely powerful in a kill scenario. Obliterate damage is higher, and you'll hit more often too.

PvE
So I was faced with multiple options for the PvE side of level 80 twinks. There seems to be two distinct "factions" when it comes to gearing. Some choose a more 'purist' approach, which uses max itemlevel 284 epics from Wrath of the Lich King, and others choose to use the 'best' gear, which often comes from the cataclysm zones/dungeons. I will include lists for both sides, however it isn't going to be with immediate effect. I personally use cataclysm gear in my PvE specs, so the chardevs (for now) will be including cataclysm gear. feel free to request a class/spec, and I'll make you a set for it.
DPS
Melee/Physical
Combat Rogue - Mostly wotlk gear (in fact everything but weapons and trinkets), mainly because agility is a strong stat for combat, and haste being the best secondary stat. Cataclysm gear actually has less agility in almost all slots than the ICC epics.
Subtlety Rogue - Subtlety doesn't care about expertise, but it's so hard to shed in ICC that I went for the cap anyway.
Assassination Rogue - Since Assassination doesn't get a huge buff to AP, secondary stats start to move ahead, particularly in mastery. It's the strongest stat for the spec, so I've gone for more cataclysm pieces in this set.
Frost Death Knight
-2 Hander - Shadowmourne is available when using a 2-hander (as you might expect) so it tends to edge-out Whitefin just about, because of the proc + synergy with frost's cooldowns. However, frost 2-hander is sort of a dead spec since the 4.2 changes, so you'll likely still do more dps as dual wield. However, if you want to use shadowmourne, feel free to go unholy.
-Dual Wield - This specialisation doesn't need a lot of hit, and in cata gear (with the two 308 axes) it's actually rather hard to drop. Despite this, using Dual Wield has a decent synergy with mastery and rune of razorice, so despite the wasted stats, expect to do more dps. It isn't as good for burst however.
Feral Druid - Kitty dps is a little strange. All the secondary stats are basically worth the same (with a little leaning towards mastery), so it's actually possible to have BiS without reforging. I decided to cap hit and expertise because there are the free stats to do so, and it's more of a quality of life thing, since feral damage comes mostly from bleeds. 4pc t10 is used because it's pretty strong.
Retribution Paladin - Haste is much stronger at 80 than it is at 85, mainly because it's conversion rate is higher. It's quite possible to get the 3 second crusader strike cooldown at level 80, but I didn't, as it is a dps loss to drop that much mastery.
Arms Warrior - Arms is likely slightly weaker than fury at 80 because it doesn't get the same benefit from haste. However, it should have a higher proc chance on shadowmourne, especially if you use the /cancelaura macro. 50% mastery proc chance, which is a reasonable amount. Crit is still better at 80 however.
Fury Warrior - It's unfortunate that Titan's grip doesn't support proc weapons in the offhand that well. Had that been the case, whitefin mainhand would be better. However, crit provides a very strong DPS boost for fury (as is already known), and both hit and haste support huge rage generation. Mastery isn't as good because whilst it is a strong stat in itself, haste tends to provide a more solid boost, given that you spend less time rage starved. That said, a mastery-heavy set can be gained by swapping shoulders for cata ones, and reforging all haste into mastery.
Note to Fury warrior DPSers: It's worth keeping a huge mastery set on-hand for the pre-pull deathwish "buff". If you have say...40+ mastery when you cast deathwish, then swap back to your standard gear, you get ~30sec of an extremely high dps increase, which is likely to put you almost at the level of arcane.
Marksmanship Hunter - As discussed, Hunters don't have a great preference of haste vs mastery, however agi and crit are both superior stats. Thus, lots of ICC gear and 4pc t10, as expected.
Enhancement Shaman - Enhancement only really likes one secondary stat: mastery. Unfortunately, that isn't very available on 277 gear, so the best offset pieces are used from the cataclysm dungeons/quests. Capping hit and expertise has highest requirement, above agility even, so that is done first, followed by almost pure agility gemming. 4piece tier 10 is used, as the bonus is good, and worth the loss of mastery.
Caster
Balance Druid - Balance has a very high amount of wasted hit. Even with this set, there's approximately 30 wasted rating, which is extremely unfortunate, however it is not worth using other items at this time. There is no cap on haste for balance, as until at least 50% haste the gcd is worth reducing, and even after 50% cast times and dot ticks continue to scale with haste. Next most useful stat is mastery, although because the tier 10 4set is worth so much, there will be quite a lot of crit on the gear.
Arcane Mage - Questionable if 4set t10 is necessary, since arcane is going to be using arcane blast nearly 100% of the time, but it does provide a large dps cooldown.
Fire Mage - Fire at 80 tends to like almost all of the secondary stats, although it prefers crit before the others. For this reason, the set used has stacked it, and made use of the t10 2set bonus for the 12% added haste (which has a near 100% uptime). Thus, with 50% haste and 50% crit (60% with buffs), you should expect to do a large amount of damage, especially under combustion. As to haste vs mastery, more calculations are needed to assertain which is the more useful stat, given the sheer amounts of haste and crit which are available to level 80s.
Shadow Priest - The shadow 4pc is hard to weight. It's not a static +haste or +crit, which means it actually gets worse the more haste you have. However, it does provide a dps gain, so it's actually worth it. I've gone for a few SP socket bonuses, as they result in a DPS gain. Time (and math), will tell if the 7SP bonus on the legs is worth it, as it's a little under 4 SP per socket, which is slightly lower than the single sockets. It's fairly similar to 85 really, shadow loves haste, and then either crit or mastery, which is usually down to the individual's preference. I've chosen mastery here, as there is already a lot of crit from gear.
Elemental Shaman - Elemental loves both mastery and haste, and has a rather nice 2set tier 10 bonus as well. Like balance, it struggles with hit overcapping, but I've managed to get exactly the hitcap here. If you want more aoe (elemental is the highest aoe spec at 80), feel free to reforge more agressively for mastery, as it's a much stronger stat for that purpose.
Tank
(Small note, given the farm status of wotlk raid content (except LK and Halion heroics), tanks do not have to gear optimally anymore. With cataclysm gear, you will likely gain more benefit from going for dps stats, such as hit/expertise, since the content was killable in full 264 (not 300+))
Protection Paladin - I've aimed for the highest amount of pure avoidance possible in this set, as capping CTC is rather easy. Paladins don't get any benefit from mastery past 102.4% combat table coverage, so it's better to throw it all into avoidance (assuming you don't drop stamina).Last word is also an extremely effective tanking weapon, given how good the proc from it is (and that the set is well over 102.4%). You do lose around 15 stamina to get it, but that should be made up for by the increase in incoming healing.
Protection Warrior - Unlike paladins, warriors need significantly more mastery to maintain 102.4%. However, they get an extra function from the stat in crit block chance, which gives additional melee damage reduction. That said, it isn't advisable to pursue 100% crit block, as you lose out on a lot of health, and you waste shield block as a cooldown. I've kept some expertise and hit, because threat is an issue at level 80. As with paladins, Last word is an extremely viable tanking weapon.
Feral tank (guardian) Druid - A druid has an extremely high amount of health already (the highest available to any tank just from spec), and it also gains a huge amount from damage stats (expertise, crit and agility far more than others). I've reforged to dodge before mastery, as for bears, dodge gets better over time, and there is no tier 13 set bonus available, so it will continue to change, at least until Mists of Pandaria. 4set bonus is extremely nice, if the player wants more health, swapping in an Austere Earthsiege Diamond is viable, and should be immediately activated. Since Polished gems are not available at level 80, as well as agi/mastery gems, it is sub-par to use agility crit gems in yellows, so I haven't. If you wish to play feral dps as well, it might be a good choice to gem for these bonuses.
Healer
Restoration Druid - Druids tend to care about 1 stat, and that's intellect. Baring this in mind, I could have potentially gone with full cata gear, but given my knowledge of the tier 10 bonuses, I went for that set, because you can grab a meta (3% crit effect in this case, which is extremely good), and the +free healing you get from the four piece bonus. Haste is a better throughput stat than mastery, assuming you have no mana issues (which you shouldn't with this much spirit and mana). If you do, reforge down til you have 16% haste, and throw the rest into mastery. The healing will drop a little, but you will no longer have mana issues.
Restoration Shaman - Breaks the mail spec bonus for more intellect and haste. Avoids as much spirit as possible, as water shield + telluric currents are strong mana restoration skills. Mastery isn't included, as in LK raid content, it doesn't get a lot of use (although it isn't useless). Weapon enchant is entirely personal preference among the relevent cataclysm enchants.
Holy Paladin - Keeps plate spec, and gears for as much haste/spirit as possible. Holy paladins are heavy throughput healers, however their greatest source of regen is spirit, which is the reason 258 Solace of the fallen is used. Val'anyr is still strong, given that SP isn't actually of great effect, where the shields (which proc from light of dawn) can be.
Disc Priest - I've gone for as much mastery as possible in this set, and only 2pc t10. The reason for this is that you actually gain more + absorbs to power word shield (and others) from using the offset pieces, as well as more haste. Spirit isn't so useful to disc, as they have rapture, which is a large amount of regen at level 80.
Wotlk-only gearsets
This will be by request for now, as the priority is getting BiS sets that include all useable gear.
Frost Death Knight
- 2-Handed - Naturally Shadowmourne is going to be best in slot here. It was a tough call between using the Sharpened Twilight scale (284) vs the 258 Death's choice. However, the twilight scale loses two things. 1. The secondary is crit, and whilst reforgable, isn't as good as the large amount of AP on the 258. 2. It doesn't proc strength. 510 Strength gets buffed a lot by death knights (20% extra from pillar, 15% extra from Fallen crusader, 5% extra (twice) from plate spec and kings.) So it ends up being more average AP, because the uptime is exactly the same.
- Dual Wield - Much like the cataclysm gearset, expect dual wield to pull more dps than 2-handed, just because it has recieved a large amount of buffs. You will not do as much burst however, as the lack of shadowmourne means a lot of lost strength, in exchange for more procs (and razorice).
Holy Paladin - Using some 264 pieces because they are better itemised, feel free to swap up if you manage in heal-intensive scenarios (sustaining 10-12k+ hps for long periods) without ooming. Val'anyr is also acceptable as a weapon, just reforge crit to spirit and use the same enchant. Double solace of the fallen is also another setup of trinkets that works (it's just less management for less regen)
Retribution Paladin - At this point, all the socket bonuses are worth it. Hopefully, with raid buffs, the 3 second crusader strike haste softcap will be reached, thanks to the available haste on gear. Outside of that (and the obvious 16 expertise/8% hit caps), the rest of the stats are reforged into mastery. It's not yet known if mastery is better than crit at this level, due to the lack of inquisition.

Mastery isn't included, as in LK raid content, it doesn't get a lot of use (although it isn't useless). Weapon enchant is entirely personal preference among the relevent cataclysm enchants.
Holy Paladin - Keeps plate spec, and gears for as much haste/spirit as possible. Holy paladins are heavy throughput healers, however their greatest source of regen is spirit, which is the reason 258 Solace of the fallen is used. Val'anyr is still strong, given that SP isn't actually of great effect, where the shields (which proc from light of dawn) can be.
Disc Priest - I've gone for as much mastery as possible in this set, and only 2pc t10. The reason for this is that you actually gain more + absorbs to power word shield (and others) from using the offset pieces, as well as more haste. Spirit isn't so useful to disc, as they have rapture, which is a large amount of regen at level 80.
Wotlk-only gearsets
This will be by request for now, as the priority is getting BiS sets that include all useable gear.
Frost Death Knight
- 2-Handed - Naturally Shadowmourne is going to be best in slot here. It was a tough call between using the Sharpened Twilight scale (284) vs the 258 Death's choice. However, the twilight scale loses two things. 1. The secondary is crit, and whilst reforgable, isn't as good as the large amount of AP on the 258. 2. It doesn't proc strength. 510 Strength gets buffed a lot by death knights (20% extra from pillar, 15% extra from Fallen crusader, 5% extra (twice) from plate spec and kings.) So it ends up being more average AP, because the uptime is exactly the same.
- Dual Wield - Much like the cataclysm gearset, expect dual wield to pull more dps than 2-handed, just because it has recieved a large amount of buffs. You will not do as much burst however, as the lack of shadowmourne means a lot of lost strength, in exchange for more procs (and razorice).
Holy Paladin - Using some 264 pieces because they are better itemised, feel free to swap up if you manage in heal-intensive scenarios (sustaining 10-12k+ hps for long periods) without ooming. Val'anyr is also acceptable as a weapon, just reforge crit to spirit and use the same enchant. Double solace of the fallen is also another setup of trinkets that works (it's just less management for less regen)
Retribution Paladin - At this point, all the socket bonuses are worth it. Hopefully, with raid buffs, the 3 second crusader strike haste softcap will be reached, thanks to the available haste on gear. Outside of that (and the obvious 16 expertise/8% hit caps), the rest of the stats are reforged into mastery. It's not yet known if mastery is better than crit at this level, due to the lack of inquisition.
