Only active brackets are 20-29 and level 70 xpack locked, meaning you play on a account that does not have The War Within, and therefor can't level above 70.

F2P accounts are in the same bracket as 29 twinks So you can make a level 29 and 1 shot F2Ps if thats what you like Or you can make a normal 20 twink and have a challenge, not all 20 twinks are F2P
