Activity as non-F2P

Is there any queues for people with a regular active non free to play account? Im deciding weither to create a 20 or 29 twink, to do BG oneshot montages with.

F2P accounts are in the same bracket as 29 twinks

So you can make a level 29 and 1 shot F2Ps if thats what you like
Or you can make a normal 20 twink and have a challenge, not all 20 twinks are F2P
