Tried it last night on my Alliance subbed level 20. I can talk to both Ashran and BG people. They both tell me Horde needs more people. But I do not get the option that I do on my 100 to act as a mercenary.
Maybe we should start petitioning for a change so that lowbies have access.

BTW: at 100, out of merc mode-BG queue was 12 min. In merc mode- 15 sec...

If I remember correctly you need to finish some quests in the Ancient grove, wowhead should have the relevant information:
"This Quest is only accessible after completing the Slumbering Ancients quest chain from Onu in the Grove of the Ancients."
I had no problems getting it.
