EU+US zone scaling and gear drops?

Well, this is a little underwhelming.......
Managed to score an ilvl 26 http://www.wowhead.com/item=1481/grimclaw but 13 damage for a Shadow Bolt? WTF?.......
But interesting how a BFD specific blue scaled to 26 while Gnomer specific blues don't scale down. I'm guessing if the item scales up, it scales, but if it's got to scale down, it won't. At least for boss & dungeon specific blues.

Dungeon zone drops have a floor yes. Gnomer wont go below 24. RFK wont go below 30. BFD wont go below 20. SFK (and I think WC) wont go below 16. Nothing unusual about it.
Since this is a BFD drop you're already at the floor. Your gnomer drop also scaled to the floor but it won't go below the floor. (Lvl 24 req and ilvl 30)
