With the addition of warmode, i was curious what bracket will be the best in wpvp. Of course a raid geared 110 will be a hassle for any level but ive read a lot of complaints about the 60s.

The latest beta build has reduced the effectiveness of low levels vs higher levels - but any level that can equip gear with a lot of sockets is strong - so 59 up to 91.

You wont have any complaints from me about 60's or 70's I've had loads of fun on the Beta with both levels. Probably give 70 the edge as it has another row of PvP talents to use. The only thing that actually destroyed my 70 was an 85 Rogue

voted 60 due to having been able to 1v5 110s on initial bfa ptr patch, but i'm now seeing higher potential in 90s -- insanely strong SoO trinkets + 4/4 upgraded socket gear
maybe 91 for Mecha Blast Rocket -- for those unfamiliar with 90-99 pvp, the rocket dmg scales with any % increase -- Symbols of Death, Prey on the Weak, Mastery of Subtlety, etc. (not applicable here, but for bgs, add in zerker buff + saltwater pots, flag stacks / ToK orb stacks, etc) and can crit. the result? if lining up dmg % buffs, can 1-hit someone with just that
also, honor talents + full class abilities by lvl 90

85 and 90 will be the better brackets in my opinion. Each have access to 5 talent tiers & 3 honor talent tiers.
Unlike 60s, they have a full kit.
Unlike 70s, they have mastery.
Unlike 80s, they can gem raw mastery.

Just some quick thoughts.
