Except prior to Legion 10's WERE superior to 19's in iPvP due to stat scaling.

In prior expansions when stat scaling was ridiculous. You could pretty much be a 100% avoidence tank, dodge twink, haste healer, rot bot, rather insane hunter with near 100% crit. Back in 3.2 some user from this forum CIHC was a pretty die hard player in the 10-19 bracket as 10's. There was also Yama, Fochixi and a couple others that I remember standing out. rip the good old days. In this expansion, I believe there was some bug with haste but that sort of balanced itself out or got fixed eventually.
