Why is there no longer a space to talk about World of Warcraft in another language?

I ask this question because some time ago there was a forum through which different countries could give their opinion without being forced to learn a new language or even without using a translator. I understand that many here understand, write and read in English which is fine, but the question is not about the ability of users to learn a language forced to participate in the XPOFF forum, but why there is not a space for different nations, peoples and languages in which we can participate who want to communicate with more local issues about World of Warcraft.
 
I imagine it might be exceedingly difficult to moderate and ensure the quality of content in the non English forums, as well as encouraging the same level of participation
Don't you think that could be solved by putting volunteer moderators in charge for each nation/language?
