This was a doozy to write, so I needed some help. Proper thanks and acknowledgement will be given to those who helped put this thread together.

Starting Notes
- Twinks that use a pair of BoE gloves are going to want to put Glove Reinforcements on them for +7 stamina, which is an extra 70 hp. This enchant is generally considered BiS if you're using BoE gloves.
- If you can't manage a trade glitch on your shoulders the Heavy Knothide Armor Kit is an armor kit that adds +2 stamina (scales to +4 in bgs) and does not bind your BoE meaning you can apply it safely with a high level and send it to your twink. The difference is almost unrecognizable, for some specs, the +3 stamina is actually better.
- Mandatory professions are Engineering and Alchemy. Engineering gives you access to engineering goggles which even though they're all cloth, are still bis for most all specs. Alchemy gives you the Alchemist's Flask which is a flask that gives +11 main stat in bgs, best for all specs, and it is not consumed on use, aka you can use it forever.
- Bis bandages at this level are Heavy Runecloth Bandages
- If you are lucky enough to receive a rare adaptable piece you can almost always replace whatever piece you have on with it.
- When searching for enchants it might be a better idea to use your level 20 to buy them, because the stat values of some enchants scale to your level. An enchant might say it gives you 23 stamina, when in reality at level 20 itll only give 2. Using the Auction House on your twink makes finding bis easier and saves you relogging time / gold.
- [E] beside the name of an item means that it is only viable in the priority hierarchy if it is the epic version.
- "Any" at the end of a category means that there are no other noteworthy pieces in that slot for that particular set, meaning you can put anything in that slot with stats and it will be viable until you get BiS.
Balance druids are actually fucking crazy rn. Their instant cast dots make for some heavy pressure in fights. If they're using elemental force and mark of the hidden satyr they're forces to be reckoned with. They're top tier damage and have been for a long time. They have some of the best off heals, aswell as secondary FC capability if you are missing a resto druid on your team.

Veteran feral druids have little burst damage, but they make up for it in utility. Feral druids have great pressure with bleeds, possibly even better spread pressure than moonkin. Feral druids build up combo points and can be a part of a bigger burst with multiple twinks if timed right with a full ferocious bite. Feral druid is quite possibly the most mobile spec in the bracket, making for good FC capabilities. Feral druids can also be good when helping rogues ambush EFCs and ninja bases. Feral shines more at 29, but is still useful as a veteran.
EDIT: thanks to recent findings it turns out feral is an amazing spec if you use the +3 damage to weapon enchant. There is some weird scaling, fero bites have potential to consistently crit for 800+.

Guardian druids are almost never seen in bgs, simply because of the 50% damage taken nerf all tanks receive in instanced pvp, this makes all tank specs less viable in instanced pvp. Guardian druids have high hp and an aoe that does not use any rage which can be useful to spam around a FC to keep stealthies away, however feral druids get this same aoe spell when in bear form. Guardian druids shine in pve based content, and is one of the best specs to farm with. Whether it be dungeons, open world mobs, or high level mobs, guardian druids are right for the job as they have good damage negation, and off heal potential to keep themselves alive if there is no healer.

Restoration druid is an all around great spec. They make for the best FC spec in the bracket with their multiple hots and mobility, good healers in mid with their hots if accompanied by a main healer (i.e. a priest, monk, or paladin,) And despite them being healers, have some of the best damage output in the bracket. However, restoration druids might want to look into having multiple circumstantial gear sets and can have a high skill cap (i.e. a dedicated FC set, damage set, team fight set, etc.) However, every dedicated twink will have multiple gear sets like this.

Beast master hunters weakest the weakest of the three hunter specs in terms of burst damage output, but still do a decent amount of damage. Beast master has tons of utility with their traps, range, and most importantly to the spec, pets. BM hunter pets are one the of the most unique aspects of the bracket, with an extra three pet specs to choose from your pet itself can surprisingly be a force to be reckoned with.
BFA also brought pet spec specific buffs which adds a whole extra layer to a beast masters utility. Ferocity specced pets give a static 10% leech buff which helps in sustaining your own health if there is lack of healers. Cunning gives a static 8% move speed buff, and tenacity give a static 5% hp bonus, and an on use spell which reduces damage taken by 20% for 6 seconds, this is also one of the only heavy defensive spells out of every spec at level 20. With the addition of mounts in the 20-29 bracket cunning pets are not as mandatory as they are in 10-19s, for pets I'd suggest swapping between a tenacity pet and a ferocity pet circumstantially

Ripped out of @necroaqua's 19 quick start guide, this tidbit of information can be valuable to BM hunters. Most of the gear is going to be the same for each hunter spec, however for BM hunters, 1agi isn't quite the same as 1 attack power. Your pet shares your agility, but not your attack power. So when possible, prefer agility over attack power. Most notably, Flintlocke's is definitely better than Gnomish X-Ray scope for BM.

Marksmanship is similar to beast master, but focuses mainly on the ranged weapon aspect of it, some marksmanship hunters don't even use pet utility. If no pet is summoned while in marksmanship spec, you receive the Lone Wolf buff, which gives you a static 10% damage increase to all your abilities. However, as a marksmanship hunter you should still be swapping in and out of your pet buffs circumstantially

Legion left a bad rep for any survival hunter twinks. In BFA survival was almost completely revamped at level 20, yet it is still considered a top tier dps. Survival hunters are considerably more dependent on their pets for damage. One of their hardest hitting abilities is Kill Command complemented with the talent that gives it two charges. Survival hunters use weapon swapping to their advantage, duel wielding one handed weapons for double the elemental force procs, and only swapping into a 2 handed weapon when they need to harpoon or use raptor strike. It is highly recommended you set up weapon swap macros as a survival hunter.
This can be considered an advanced play tactic, if you are not comfortable with weapon swapping you can be viable with just a two hander, but you will be missing out on extra damage potential.

Mages are heavy duty damage dealers, and have lots of utility with slows, polymorph, blinks, mage food, CC, etc. Mages lack in self healing, having not a single self heal spell. Mages make for amazing damage as of right now, arcane in particular is ridiculous, however the stat priority differs depending on the spec you play

Fire Stat Priority: Intellect > Versatility > Crit > Haste
Frost Stat Priority: Intellect > Versatility > Haste > Crit

Brewmaster, being a tank spec, makes it automatically "unviable." Brewmaster has mobility and off heals, possibly even fcing potential w/ the rolls, but will easily be taken down due to the 30% extra damage they take. Brewmaster has one of the only aoe slows in the bracket with keg smash, which can be situationally useful if your FC is being bombarded and needs peels. Brewmaster monks, like guardians, are still good pve tanks with their off heals, damage negation, and aoe abilities.

In BFA mistweavers are currently a top tier healer, along with some surprisingly bursty damage. For damage output it might be worth looking into a staff with a high weapon damage for more burst damage. Casting Soothing Mist on a target makes your normally casted spells, (vivify and enveloping mist) insta casts which prove to be life savers in team fights.

Windwalker is a mid tier dps, with decent burst and off heal potential they're a well balanced spec. Windwalker, like the other monk specs, also has good mobility with their rolls.

Holy paladins are great healers, and have the most gearing options out of any class @ level 20 with potential to armor mix. As holy you're going to want to farm out a full slitherscale set, but you'll need the help of some friends, or extra accounts. You need other level 20 mail users to queue with you so that they can trade you the fang pieces when they drop, or, you can have a character level 61 or above carry you through wailing caverns, pieces of all armor types will drop for you because legacy loot mode will be enabled. The carry will not be able to trade pieces with you though. All paladin specs have good utility.

I sound like a broken record here, but as is with all other tank specs, protection is "not viable" for instanced pvp play. A geared veteran paladin can still actually take out levelers with a small amount of burst considering Shield of the Righteous does not share a GCD with other abilities. However, protection paladin will be melted by other twinks in bgs. They have the same great utility as the other paladin specs with HoJ, bubble, off heals, etc. So there's not much reason outside of aoeing stealthies to help defend FC to go protection. Prot pallies are good for pve though, (my personal favorite dungeon farming spec.) So if that's something you're into it might be worth making a prot just for that reason.

I would consider retribution paladins to be around the same tier of damage that a windwalker outputs, they're by no means terrible but they're also not your average BFA arcane mage. Ret has utility as the other specs do, HoJ, off heals, bubble, etc. Works well with crusader and elemental force weapon swapping.

Priests have always been (and probably always will be) viable twinks. There's always at least one spec that's top tier dps or healing. Holy is a sedentary bursty healing spec, you sacrifice your bubble to give such big heals though. Discipline is a more mobile, hybrid dps healing spec, gives good heals while dishing out damage similar to a mid tier dps spec. Shadow has mid tier burst damage, but has great dot spread pressure. Level 20 shadow priests don't get VT either so they're a lot more mobile than a 29 shadow priest because of that.

Assassination veterans are rare to see now adays, I think I've seen a total of one since the beginning of legion. Assassination rogues can have decent dot pressure. Poison and dots both proc ele force and satyr so it'd keep enemy healers on their toes. Assassination has all the same cc as the other two specs, but lacks a slow which makes outlaw the "better" spec.

Outlaw is the most popular spec among 20 twinks, f2p and veterans alike. Outlaw has some of the highest burst damage output of any spec at level 20 with their free pistol shot procs. If you're lucky enough to get the proc (the proc chance is pretty damn high) you'll be able to build up to like 5 combo points within a few seconds then finish with a dispatch, this combo can sometimes totally oneshot levelers. Alongside this damage outlaw's pistol shot slows the target, so its quite hard to outkite an outlaw rogue if you're in rage of their pistol shot. Rogues are great for ambushing EFCs, ninjaing bases, etc. Rogues also have a good CC chain with sap, cheap shot, and kick.

Subtlety is barely every played at 20. Most if not all sub level to 29 because they're signature ability, shadowstep, is learned after level 20. Subtlety has no slow just like assassination so its easy to kite them if they're not 29.

Elemental is a solid mid to top tier dps. It has nice burst and like ferals can be timed with other twinks bursts to make for a nasty one shot. 20s don't get thundershock so you won't be knocking enemies a million miles off of LM or shooting them into the abyss that is the Eye of the Storm. For this reason alone most if not all elemental shamans go 29. Elemental is still good at 20, but it is overshadowed by restoration. Shamans in general are one of the most mobile classes in the bracket, only to fall short to druids imo because of dash.

Enhancement shaman does lackluster dps, but does have its utility, however, the utility is not far off from the other specs. Enhancement shaman is still a mobile spec, and has a purge. Shamans alongside rogues are the only classes in the whole bracket with a kick at level 20.

Restoration shaman is a top tier healer and honestly might very well be a top tier dps. It has amazing heals and big damage to compliment it. It has totem utility, with earthbind being another aoe slow, and healing stream totem which is one of the few aoe healing abilities in the bracket. On top of all of this is has ghost wolf and a purge just as the other two shaman specs do.

Affliction warlocks can be somewhat compared to a balance druid, but are heavily overshadowed by moonkins. Affliction is good for spread dot pressure just as any dot spec is to maximize elemental force / hidden satyr enchants. This can give the enemy healers a bad time. Destruction can prove to be decently bursty, my personal favorite of the three specs, I would classify it as mid tier damage, just as feral and elemental shaman it would shine alongside other bursty twinks rather than solo queuing. Demonology is the black sheep spec of the class. I have a good time playing it but the damage is low to mid tier. All three warlock specs have great utility, though. They can fear and bring cookies to your bg group. Always invite a warlock to your pugs if you can help it the cookies are life savers ^_^

Warriors are strong twinks mostly every bracket they step foot in, and 20-29 is no exception. Warriors have utility like charge to close gaps and slow enemies for your team, execute and victory rush for decent sustainability if you can get the kills, the most armor in the bracket, etc. However, at 20 all warrior specs miss out on their jump ability so if there's an enemy player than can bait your charge they can have a pretty easy time kiting you. Both f2p and veteran warriors are going to want to look into having speed potions on them at all times because of this. Arms works really well in pug vs pug bgs, be sure to focus on the same target as your fellow twinks because mortal strikes 15% healing debuff can really end the team fight in your favor.

Fury warrior is quite fucking ridiculous right now, their burst damage output is through the roof they can easily one shot levelers and do some serious damage to other twinks whether they're veterans or 29s. Enrage proc is ridiculous. A good fury warrior that knows how to weapon swap can seriously put an end to you in seconds.

I personally believe that warriors are the least effective of all the tank specs. They have no healing abilities so they provide no off heals. The only protection warrior twinks you'll ever see in the bracket is 29 protection warrior FCs, which were fun in Legion but I have yet to see a single protection FC since then so I am not even sure if they're viable anymore. Intervene is alright I guess. Protection warriors can still do fine in PvE instances and farming but are not as effective as the other tanks that can do a lot of it solo, you might need a group or need to queue on a protection warrior i'm not sure its one of the only specs I have yet to give a try myself as a veteran.
