It is definitely grandfathered. It used to have a 50% drop chance before Cataclysm. I always thought it was the lowering of Prince Nazjak's level in Cataclysm that caused the charm to no longer drop, and that with the recent zone scaling changes it may drop again. However, I killed and looted Prince Nazjak on a level 39 and 49 multiple times and Tidal Charm did not drop. I think that if it did start dropping again due to the scaling changes, it would be the old 50% drop rate, which doesn't seem to be the case.

Used to have 50% drop chance b4 Cataclysm. Recently tried to farm it on characters that brought him to level 39+ with scaling. Didn't drop once, therefore seems to still be grandfathered.
