Humbert has been confirmed. The drop rate is really really low though.

I've easily farmed 1000 uncommon drops over the past 2 months, in a variety of zones... about 100 were "unscaled" (most often from Hillsbrad rares) with ilvl = rlvl+5. The rest were all ilvl = rlvl+3. Not a single one was ilvl = rlvl (even looking up "scaled" uncommons on WowHead will show ilvl = rlvl+3)...
My entire motivation for even posting was my surprise at seeing low-level uncommons listed on the Auction House with ilvl = rlvl, and trying to identify their origin (which turned-out to be crates, instead of drops).
...and now I'm simply trying to share/confirm that "ilvl = rlvl+3" is a much better metric than "not ilvl X or Y" for recognizing the "genuine drops" of scaled low-level uncommons on the Auction House.
I know that "Nobody's Perfect", but I gotta' confess... I'm a bit disillusioned by your pushbacks here.
As mentioned earlier in this thread... the drops from Dr. Whitherlimb are (quite annoying) exceptions to the general "rules".Sin'dor I looted Abomination Cleaver late last year that was scaled ilvl = rlvl-1 (18/19). Since logging in post 8.1 it is now 19/19. Is this an anomaly?

@Kaxle beat you to it... but you know I always appreciate your "more-thorough" explanations!For items that scale directly to your level, they do scale at ilvl = rlvl.
If you go to the wowhead page for https://www.wowhead.com/item=3053/humberts-chestpiece&bonus=3642&ilvl=19 (let me see if i can get the tooltip correct...) and adjust the slider, you'll see that at level 19, it has ilvl 19 as well.

To be fair, that's ilvl = clvl (not rlvl, which is normally lower), and WowHead doesn't appear to display the correct rlvl... but I get what you're saying. I somehow never experienced an uncommon drop scaling "directly to your level", and presumed that was only a factor once the "upgrading" actually proc'd.

Actually, you can get the tooltips to (slightly confusingly) sneak-in the clvl after the (useless) rlvl by adding &lvl=## in addition to the usual &ilvl=##...I do enjoy my thorough explanations =P
So I started using rlvl as required level (which wowhead doesn't display) - but now I'm a bit confused.

I'm used to thinking that an "ordinary" uncommon drop, scaled for a level 20 character in a level 10-60 zone, might (for example) have an item-level of 19 and a required-level of 16... so clvl//ilvl//rlvl would be 20//19//16.If rlvl = required lvl and clvl = character lvl, then for cases like Humbert's: ilvl = rlvl = clvl
