BoA rings have not been confirmed to come out in MoP at all. Only legs.

On the PTR, you cannot obtain a second Argas ring after factioning...the plans will not drop again. Someone will have to confirm on live whether or not it's still doable.

Maybe you're just really unlucky..? I killed 3 and got it

The first time I got my Argas ring it took maybe 50 kills...just keep trying.

Same. I've done the quest atleast 15 times during cata, never ever had to kill more than 10 to get the plans dropping.
