Judging by the talent section on Wowhead it seems that 10 is going to be the cap for f2p. The final toolkit parallels more or less the level 20 toolkit (in that every spec gets their core mechanic/“rotation”).
BfA level 20 Prot Warrior:
Lvl 1: Devastate
Lvl 3: Charge
Lvl 5: Victory Rush
Lvl 10: Shield Slam
Lvl 13: Taunt
Lvl 14: Thunder Clap
Lvl 17: Heroic Throw
Lvl 20: Shield Block
Lvl 20: Vanguard
SLands level 10 Prot Warrior:
Lvl 1: Slam
Lvl 1: Execute
Lvl 2: Charge
Lvl 3: Shield Slam
Lvl 4: Hamstring
Lvl 5: Victory Rush
Lvl 6: Shield Block
Lvl 7: Pummel
Lvl 9: Whirlwind
Lvl 10: Mastery: Critical Block
If this is true then we'll no longer get access to a talent row.
EDIT: Oh, more evidence: Glyphs. Traditionally they haven't wanted F2P/Starter accounts to have access to cosmetic Glyphs and lo and behold, in SLands they will have a level 11 requirement.
