not rly rnd. It has a 60sec icd and a proc chance for 50%. So you can control the proc and use it for shatter or together with synapse.

Cute arguement. Great job on the mage btw, had one almost exactly like it but I leveled to 80,was fun for a while but got old real fast didnt quite captivate me as the 70 bracket does and still continues to.
