I am looking for a rare monster that drops a very rare yet useful item like Black Widow's Band or something like this. It must be from a rare mob, not in any dungeon, and must be proven to drop in MoP.

she is in game outside dm entrance but the boots has been GFd since cata.

I don't think there's a single mob that drops Black WIdow Band. There were many people in Cata who were eager to have it drop, but I never saw a single person confirming they had actually seen it drop.

Drop-tables on Wowhead can also be a bit misleading because post-shattering, some of the rares had their level nerfed - which made them unable to drop some of the items it says they drop.

This question piqued my interest and I eventually spent an unreasonable amount of time looking into unique drops like this. I ended up just making a list of enemies that have this kind of loot in the 20-and-under range.

Here's my list of monsters that drop gear pieces unique to them:

These can drop blues:

Boahn - Boahn's Fang, Brambleweed Leggings
Foreman Thistlenettle - Foreman's Gloves, Foreman's Leggings
Undead Dynamiter - Petrified Shinbone
Trigore the Lasher - Runescale Girdle, Serpent's Kiss
Defias Henchman - Deadmines Cleaver

These drop greens, many of which have otherwise-unobtainable transmog potential:

Riverpaw Mystic - Riverpaw Mystic Staff
Riverpaw Mongrel - Riverpaw Leather Vest
Murloc Oracle - Foamspittle Staff
Harvest Reaper - Slicer Blade
Sea Crawler - Long Crawler Limb
Sand Crawler - Hard Crawler Carapace

Dr. Whitherlimb - Banshee Rod, Ghoul Hammer, Abomination Cleaver
Fenissa the Assassin - Silvermoon Tunic, Silvermoon Robes, Silvermoon Armor

I can't confirm all of these personally but what I've looked at suggests that the unique loot from the above mobs is still available. The items are still linked to the enemy that drops them on the Battle.net database, which doesn't appear to be the case for drops that have been removed. Some are confirmed on Wowhead, but not all of them. Obviously neither of those sources are 100% reliable but I figured it was a good start.
