All depends on how often it procs. 
I was literally just griping to myself yesterday how blizz ruined every proc item in the game cuz they were the most fun...
Doubling the effects that never proc is at least a step in a better direction. Cynicism reduction initiated.
@raziel83 & @DeLindsay can you check https://www.wowhead.com/item=28311/revenger?bonus=6710 in the journal on a monk/pallly if you got one on the PTR?
Maybe rivendares sword too on ret pally, if that heal scales and doubles.... yikes.

I want to point out this Trinket is shit to begin with, I just have too many Twinks for them to all have OP gear.
Yeah... There's a LOT more proc items that got raped hard on PTR. It's going to take me a while to post pic comparisons. RIP Blade of Eternal Darkness ;(
EDIT: Who even found something that got boosted, I'm finding all the cool kids stuff got utterly R-A-P-E-D on PTR. Just going through the Mara loot table makes me wanna cry.

Dude, Blizz even dropped Main Stat on some Trinkets (Legion) from 3 to 2 for 10's, WTF even.
Runeblade nerfed, but only 1 Health per 5. Proc from Demonshear in Strath nerfed by 50%. WoD > UBRS > All Trinkets nerfed by 1 Stat on-Use. Petrified Willow (2H) Equip increased by 1 stat.

Take all of that with a grain of salt, it was on a 10 so TT is off for some, but not the -1 Main Stat Trinkets.

On my lvl 20 warlock on ptr right now, dungeon journal shows this (52 proc). The dmg on live shows 28 for me.

Maybe they're addressing "WAAHHH A LEVEL 10 DID MORE DPS ON MY DUNGEON BOSS THAN ME WAHHHHH!!!"

Ok RIP 10's then because most of these dmg / absorb procs got buffed for lvl 20.

Care to link a comparison SS? Here's Blade of Eternal Darkness to a 10:
EDIT: Just checked that item on my 15 Lock that HAS it equipped and the Proc is identical. That could just be an error in the TT system for under Leveled Characters. Now I'm going to have to do this on higher Level Toons to check.
