Update the scrolls, there are others you can use if you don't want stamina. warscroll- battleshout and warscroll- intellect.
 
Consumables

In my experience in the 20's bracket, most of the potions and food scale in the same way, with a few exceptions (Nazjatar potions usually being the strongest). The difference would be what foods and potions are the easiest do create.

For food, the Cataclysm's https://www.wowhead.com/item=62649/fortune-cookie is a great option for default builds, as it gives good stamina and main stat. There are some interesting foods from Legion like https://www.wowhead.com/item=133577/fighter-chow (can heal you in less than 3 seconds when out of combat) and https://www.wowhead.com/item=133576/bear-tartare (gives ~15% of speed after killing a target). To my taste https://www.wowhead.com/item=133574/fishbrul-special doesn't hold to the Cataclysm option, as it's too rare and weak.

For flasks and potions, the Draenor ones are the best, as they are easily mass produced by anyone with a Garrison. A honorable mention would be the Outland's https://www.wowhead.com/item=22838/haste-potion, that can be a bit tricky to acquire.


High-level Heirlooms

In Party Sync, most gear effects are disabled, but all heirlooms can still be used.

Since some heirlooms require high-level, Party Sync'ed chars are the only ones that can use the trinkets added in Warlords of Draenor like https://www.wowhead.com/item=133596/orb-of-voidsight&bonus=0.

Oh shit yeah! I wonder how the damage on https://www.wowhead.com/item=133597/infallible-tracking-charm&bonus=0 scales? Could offer burst similar to elemental force?

I only tested the Str. and Int. ones. https://www.wowhead.com/item=133596/orb-of-voidsight&bonus=0 seemed to be the most viable as it would give me something as 3% in crit and haste whenever it proc'ed.

I'll also add some new mentions to utility food!
 
Ohti, add trackers vitality buff and the pendant of agate shield. They both stack with the fort, a greater flask of the horizon, and all war scroll buffs, also stacks with any well-fed buff and draught of ten lands for mega stam increase. a lvl 19 blood dk i ran with had 2700 hp.

I don't think this means that items like Ironfoe and shit will proc, I think this sword only procs because it's an heirloom, all heirloom effects seem to work for party sync players.

Oh yeah, I noticed that too. But I think that's a very minor effect, since you can't enchant 'em.

It might be useful for Outlaw, since some of their skills depend on some procc'ing an additional time? Or maybe Frost DKs or Havoc DHs, for increased resource generation.

Yeah, it procs for like, 84 damage...

But that still makes it instabtly bis for DHs, we have no other weapons (to my knowledge) to benefit from.

@underScore tested https://www.wowhead.com/item=7391/swift-boots and JC figurines, they do not work in bgs as party sync.
