I thought that only dropped in lvl30+ zones... do you remember where you got it?

I looted it on my 20 draenai warrior while questing in either STM or Ashenvale, can't remember which. Wowhead appears to be confused about its specs. First time I've seen it!

Frequent epic Long Crawler Limb & Hard Crawler Carapace drops make me feel better about lack of Epic Foamspittle Staff luck. Not to mention the complete absence of a Pale Skinner of any level.
