Also with the abilities I would add a link of it so they can read the actual explanation as well as the links for races I would change the link so it is the ability to avoid double posting each racial.

Elemental has a talent that transfers spirit into Hit. Hit cap for melee is 6 and Hit cap for elemental is 12. Restoration gets instant hit cap.

if anything in this game matter's is hit rating. Some shammy's from your links are in hit rating gear +-10.
Purge and windshear hitcap matter's(or atleast take pieces which are not bad at mitigate some of that rng). Ignoring hit rating even on healer's was always sign of bad players.

Wind shear never misses, even on 90s. All healers have a base 15% hit, no need for any hit gear at all on a resto shaman unless you don't want to miss a purge on a 24.

Makin resto because he's same tier imo.. scoreboard just dont shows dmg done by purging shields and hots and dmg prevented by windshear.
