Because about 4.73% dodge is what 12 dodge rating and similar items such as these gave, as there was no dodge diminishing returns throughout the entire duration of TBC, unless somehow I'm remembering incorrectly (which I don't believe I am), and there was no nerf to the dodge percent granted by dodge rating to my knowledge. Agility required to grant dodge percentages was severely nerfed in WoTLK, not TBC which is why we had many feral druids tanking in raids and being a true hybrid class with insanely high dodge % due to dodge rating gear + agility.

So math:
This means in TBC at 0% dodge and 70% dodge, 1 dodge rating equated to +.394% dodge increase in TBC (no DR)
vs
In BCC at 0% and 70% dodge, 1 dodge rating equals to .17% (no DR) this means that BCC dodge rating is granting less than half of what the actual valued benefit of dodge rating to dodge % in TBC. I think it's likely to feel as though it should grant the proper values as it did when this expansion was current.

In BCC 1 agility provides .272 % dodge for rogue meaning that agility grants more dodge per point than dodge rating values give per point, at nearly twice as much. That means that it would take roughly 7.353 agility to = 12 dodge rating.

I've had a brain worm related to all the 'rating' type stats in TBC. I think I remember a patch note that capped how high things scale for lower level players. Since we are starting on a later version of TBC I'm wondering if it will be implemented.

I think it was a lvl 31 cap, aka even a lvl 19 only gets lvl 31 values out of rating stats. Anyone have any info?

"Parry Rating, Defense Rating, and Block Rating: Low-level players will now convert these ratings into their corresponding defensive stats at the same rate as level 34 players."

So it doesn't effect crit, haste, hit, dodge or any of the other goodies thankfully, but it does nuke lvl 10 warriors and some of the other tricks lvl 19s used to do.

2.4.3 - (2008-07-15): This patch generally wiped out almost all level 1 twinks, specifically dodge twinks. Prior to this patch, twinks were able to stack dodge enchants and items to be completely unhittable, as the twinks would Dodge all attacks. This was possible due to the formula for dodge ratings being very generous to low levels since such formulas were level based. Blizzard nerfed this by changing the formula so that all characters under level 34 now gained dodge percentage at the same rate as level 34 characters.

In case anyone is interested, here is my conversation with a couple GMs about the issue. It seems they do intend to revert all the bugged items, although I suspect they're still kinda clueless and have no idea how to actually do that :) I did submit a big report as the second GM suggested.

ME: Hello! As you may or may not know, low level green items with suffixes were broken at the start of TBC. In general the items were low rolling, and in some cases they were rolling stats that should not have been possible. For example, the Zircon Band(s) of Frost (or Shadow) Resistance in my bags are only supposed to have +5 or +6 Resistance. Any database, including your own (since the issue has been fixed), will confirm this. However, despite fixing the drop tables, the items that dropped during the issue remain nerfed. My question is - will items such as the rings in my bag be re-rolled into the correct stats? Or will those items remain grandfathered in their nerfed state? Thank you for any assistance or insight you can provide into this matter!

GM#1: I hope you're well in this stressful time. Thank you for your patience with any extended wait time you've had,as you can imagine working from home can make thins take a slight bit longer than we'd prefer! I can still look into your ticket about your items however! I had a check into this by logging into your character and it seems the hotfix has been applied. All of the rings now show as +4. If you're still seeing them displayed incorrectly you may need to update your addons :) I hope I was able to explain everything clearly! Please let do get in touch if you need any more help.

GM#2: I appreciate your patience while waiting for a reply! I hope that this message reaches you in good spirits. I'm sorry to hear that your Zircon Bands still aren't displaying the correct stat. From what I'm seeing a hotfix went out that should have fixed these, so if you're seeing the incorrect stat, we should definitely report the issue to our devs so they can double check and see what happened. There are two ways this can be done and I'll list them both below. 1) In-game bug report (Esc > Support > Report Bug) - it's great becau se it goes straight into the Quality Assurance inbox for review and testing. They don't receive replies but are never overlooked. 2) Bug forums (https://us.forums.blizzard.com/en/wow/c/support/bug-report) - the plus side to this is that the community can contribute and if you get others posting on your thread, it draws more attention to the issue and gives the QA and dev team a better idea of how many people are affected. The downside is that it can sometimes feel like your reports are lost in a sea of other reports, but there are actually people who monitor and review all reports made there, even if they don't directly reply. Once our Quality Assurance team receives the report, they can test the issue and attempt to recreate it. If they are able to replicate the bug and pinpoint the cause of it, they will send their information over to the Development team. From there, they can correct any issues within the code that need fixing, and then you'll see that reflected in patch notes or bug fix blog posts. I know it's disappointing that we don't have an immediate fix for this, but I do hope this information helps. May you otherwise have a good week and take care.
