Rogues usually perform best as flag returners in organized groups. Your opener burst is your best asset so a ring with no offensive stats isn't the best.
It's fine for pugging if you're just farming mid and shit.
That makes the reasons for choosing a DPS ring even heavier if you have to kill EFC aloneyeah but i pug 100 % of the times i play and i'm often alone on efc (since 20-29 bracket you know lol not often you see backupl)

its not every mage spec, frost would easily kill a f2p hunter without gear and so would arcane
If there's LOS the hunter just hides and lets the pet solo the mage. Out in the open I could see a mage winning against a poorly geared hunter.
i highly doubt a f2p hunter with no gear has the brain to LOS but yea maybe in that case its every mage spec

Well if you are the only one on efc, you need more dmg, and more dmg comes from switching out DMH for a dps ring. Of course you could also argur that if you are alone you would need more survivabilty to survive D targeting youcare to elaborate?
It's BiS in all situations EXCEPT when you are heavily DRing it with other CCs. You're basically arguing that a 2 dps increase is better than a freeze effect that affects everything. When it comes to team fights (especially against FCs), the 5-9 agi you could get on a ring won't make much of a difference in terms of damage. The freeze effect will make a load of difference in terms of slowing down attackers, the FC, and his support.
