ilvl28 Kellers's Girdle seems BiS for cloth spellcasters. How to get it? Can I farm it as vet20 in stockades, or 22-24lvl/party with 60+ is necessary?

The only time I hear of people farming for ilvl 28s its in either stockades or gnomer
I have yet to hear any success stories but in regards to what level you need to be these people farm it on a 120 with their 20 on another acc.

Digging this older thread up as I have been farming SFK/Stocks pretty heavily. Guys I am getting drops on my 20, but every item that drops seems to not be scaled up to req lv 20 // ilvl 28.
Most recently, I have gotten a stormbringer belt req lv 15 // ilvl 23.
I am running with a high level

Not sure how helpful this is... but for whatever it's worth, I got a 20//28 cloak while soloing Gnomeregan on my F2P just a few days ago.
Those kinds of crazy Rares are just crazy-rare... and RNG is gonna' RNG.

In my experience, world drops (NOT zone) always scaled for level 20s in gnomer, and I have yet to hear or see any success from other dungeons or world kills.
I don’t think there’s even a clear way to obtain rare world drops that aren’t included in gnomer loot tables, which is why it’s super uncommon to run across an ilvl 28 item on the AH. I’ve either gotten lucky and found one on my dead server, or after a month or more I found someone else selling.

Here is my working theory based on comments I’ve seen here and other threads. Probably going crazy trying to over think it.
1) Sounds like gnomer world drops will scale to 20//28 if you’re level 20 as there might be some floor to the item scaling. This is because items are scaling down maybe?
2) World drops and rare zone drops (like magefists) in SFK would follow different scaling rules because the items are scaling up?Sounds like no one has actually confirmed an ilvl28 world/zone drop item on a lv 20 outside of Gnomer. Am still confused on farming on a lv 22+
Im gonna get real sad when im 300 SFK runs in an a lv 15 unscaled magefists drops for my 20.
BTW magefists did drop for my 120 req lv 60/// ilvl 58 or something. The item level was lower than other regular blues that were scaled to 60//ilvl 66 that dropped.
