Sadly, you quoted that out of the 19's forum where the necklace is worse for people in instanced PvP and even has the same ilvl as the heirloom neck. Good try though.
On a Trial account though, the new neck piece is definitely a better piece.

I learned this toy and used it from my level 100 toon, it plopped down a level 110 dummy. Sorry.

I was getting a neck roughly 1 out of every two runs yesterday. Haven't run anything today.

I've gotten the pet on my 101, and the ilvl 200 mask on my 19 monk (requires 75). Sadly I have not gotten the mount yet, but there's plenty of days left. But I have yet to see any group members get it either.
