If you don't have any relics in them - you're stuck with an ilvl 20 weapon. Put in a relic, like a +16, and you still won't get the full states stats, only close to it.I think you should keep testing. It seems like you are on to something

Both of you are right but I still think they took the lazy way out. They could've fixed the relics and made the weapons reasonable powerful in relation to your level.But... it *is* fixed. In an ideal world, they'd have left us with 1 working relic so we'd have artifacts as an ilvl 27 option. Higher dmg, but maybe people prefer cool procs on other weapons. Gives a bit more variety. But hey, turning it into a cool looking BOA is pretty fair imo.
Sooo, now instead of farming relics for broken arti, we switch to farm ilvl 28 weapon from Bfa? We just have to switch from one farming to another just to be less powerful than before? Or did the warriors that farmed/bought Destiny were actually 4 paralel universes ahead of us?
Is there any chance that the current state of artifacts might just be a bug in and of itself? It doesn't make a lot of sense to me that they would break artifacts, but then leave the tool tip exactly the same as before.
