It looks like greens don't have the same nice ilvl breakpoints as blues do (so not 13/18/23/28/33/38...). Since wowhead has been correct before - look up those gloves. You'll see there's a version at ilvl 19 and ilvl 24. Most greens seem to be +3, which matches what was posted. So those gloves are available with level req 16 and 21. So 16 IS the highest available to 19s.

Not that greens really do anything for BiS anyways.

Well it seems i was wrong in assuming that ilvl 28 items exist with Req lvl 19...
nearly all BoE rare armor world drops are req 10-15-20-25-30 etc. and the exeptions are only +6 ilvls making it ilvl 25 at 19..
But who knows what new stuff BfA will bring! stats ilvls and everything is going to change so lets hope for the best!

+8 only exists for armor on levels ending with 0 and wespons on levels ending on 2.
