Yes, it is. Of course, if you don't care about the ladder, you don't have to follow the rules. This rule first came out in the first season, when 2 79s together with 3 70s Premade formed groups to take advantage of this

You do realise that this rule effectively prevents me, or any 79, from ever having a game or 2 with a friend who happens to be 70, just for fear of disqualifying them?
Are you also going to remove any 70 mage or monk or even shaman abusing that broken Kara trinket, which is clearly an exploit? Are you also going to not count any games where one team has 5 twinks and the other has 2? Because 5 twinks vs 1 is way more of an unfair fight than 5 70s vs 3 70s and 2 79s.
It's one thing to hold 70-only dueling tournaments, it's another entirely to marginalise every 79 by making this constant ongoing ladder disqualify every 70 I happen to want to play a game or 2 with, instead of hoping to run into them soloqueuing.
I hope you reconsider, or at least come up with a way around this whole disqualifying business. Maybe subtract the 79's score from the 70s in games they play together, or something - I don't know.
I'm all for meme dunking on the 9s, but I think thats a little harsh imo
Rather 30 79s are unhappy than over 50 70s who like to grind and collect 2 79s oneshots every day + 4 70 Twinks. What effect will this have in the long run? Lost in a bracket where we can't afford it anyway.

Come on mate. The way you acted literally screws over a minority because a vocal part of the majority complained. Clearly you will want to avoid the abuse you describe happened in S1, but let's try a less drastic approach. The 79s on EU Horde that play regularly can be counted on the fingers of one hand, and today I was literally told "sorry mate, we'd love to play with you but we don't want to be disqualified". What kind of community does this foster?
Let's come up with something that isn't as harsh so everyone can play with friends.
If 79s want to que with 70s vice verse I don’t think it should be a penalty to either player, I just think the games shouldn’t count toward a win or loss.
I don't think anyone should be disqualified from the ladder for any reason other than literally hacking or lag switching.
Even if there's a ladder, it's still random battlegrounds, which means people are going to do scummy shit:
They're going to use saltwater potions
They're going to use free action potions
They're going to play enhancement shaman
They're going to play 79
et cetera...
Some people are even going to do all of the above. You can't stop them. If anyone wants people banned from the battleground ladder, I'd say their mistake was taking the ladder too seriously in the first place.
