10K per item is still 100K+ per Character and while that isn't "expensive" in Legion due to the absurd inflation that Blizz swore they were fixing by increasing the Gold cap to 9,999,999, it still isn't cheap either. Also, to equate an 840 geared 101 to a "Twink" is no different really than slapping a full set of Looms on a 39 and calling that a Twink too. While I won't argue that a full 840 iLvL 101 is quite capable it's nothing more than a starting point.
True Twinking is the endeavor to obtain that final +1 Stat beyond every other Player. For 101's that means the absolute highest iLvL obtainable (currently either 900 or 905 in 7.2.5) with a Socket and some Tertiary Stat. Previous XPacs in WoW, as soon as it went Live the Twinks of that XPac had their entire list of Gear mapped out for them because of Level requirements since continued higher Tier releases didn't change what those lower than Level cap Twinks had available to them. Legion is different in that it keeps changing, due to the Diablo Devs they brought in specifically to push more Compound RNG, Loot Crates, etc. It's a cancer that shouldn't exist in a competitive MMO. We already had a daunting task as 101's from Legion's launch with trying to get full 895's.
The ever changing iLvL cap (for sub 110's), Compound RNG for Gear drops, Loot Crates (PvP variants as well as the 810 Relics in the Lockboxes), lowering the Level requirement to 101 then increasing the Legendary iLvL with full knowledge that 101's can't upgrade them, etc are what keep Players throwing money at Blizz. It's a great financial strategy but very lazy Game design. But this is Blizz we're talking about, the same Company that allows Realms to die completely, doesn't bother merging them for years, and then still requires you to pay $25 for every single Character you Transfer off said Realm.
