EU+US In regards to purple items for low level twinks.

Hello! I am just trying to get back into the game and I am seeing some people with Epic BoE and BoP's! I am very confused on how they got said items. Is it a rare drop chance kind of like warforging, or is there something I need to unlock to get this done? Any and all info in this regard would be very much appreciated.

So all mobs have this chance, or only some?

For instance, if I were to farm the fang people, I could have a chance of a purple on any of them for purple Fang gloves?

dungeon loot or anything linked to a dungeon does not upgrade.

Here's a list of most of the BoEs that can upgrade for 19/20. 29s might have additional options. And then almost all quest greens/blues can upgrade.

Im like 50 runs + into trying to farm gloves of the fang without a drop, ive seen a couple drop for randos from queue finder when I for whatever reason cant get there tp solo farm, but blizzard are to retarded to make loot that is traded while inside a dungeon scale to the recipients level. If they do indeed have a chance to proc epic (is there evena shred on evidence supporting this?) then I can only imagine how fkn AIDS trying to farm them would be.

I have developed a deep personal hatred for WC and whoever the person/persons that decided to make change the drop rate to Warglaives type rarity. THe icing on the cake is all the fucking grey items blizzard conveniently mails to you if you dont loot them
