ilvl 45 Heirlooms?

Hello, I'm brand new to the twinking scene and have been doing my best to get geared up before my wow time expires, I was late to the party with getting the azerite and ilvl 49 artifact weapons so i have just been running around with ilvl 32 ones, but I saw a level 20 horde twink (I'm alli) with a ilvl 45 heirloom. I was wondering if it is still possible to obtain one of these since it would clearly be a big boost in my damage or at least an explanation for how you could get them. For reference if I were to create a heirloom from my collection it would only be ilvl 24. Cheers! (P.S. this is my first post to let me know if i did anything thing wrong lol)

Yes, you buy these at the heirloom vendor in Wintergrasp.
You must pay with Marks of Honor (best to get these on a high level character because the drop chance is low on twinks)
Your faction must control Wintergrasp for the vendor to sell you them
