Yes, only do the quest atleast 2 hours after eating dinner outside in the rain and during a full moon for best chance at epic.

Yes exactly! I'm a 19 twink, but I did the quest at 16. Am I wrong for thinking that you get the purple belt if you do it at 19?

yes. every quest reward just has a chance to upgrade, regardless of what level you are.

you'll be fine. There are plenty of other belt options out there. Unless you're just bored and feel like re-rolling for a dead bracket.

no its still blue but its req lvl 19 ilvl 25 instead of req lvl 16 ilvl 22. but it can upgrade to req 19 ilvl 26 but it can go to ilvl 23 at 16 too, that part is just luck.

Is it required, no. Is the belt BiS for your class, most likely.
I'd re-roll for ilvl 25. I think epic is 1 more stam, 1 more ver; probably not worth it. I've put in 10 rerolls for it before though.
