Actually, a bunch of "nobodies"(other people's words, not mine) care about 19's. Otherwise many would not behave the way they do about them.
I would not call it a bracket per se. As that infers the 10-19's. And we know that this certain subset is only concerned with x9's. And to drill even further only 19's.
