How would I go about this?

Is there any method to obtain BoE green legs with a specific affix myself in any reasonable amount of time? Checking the AH for Shimmering Trousers of the Aurora 5/4. The shimmering legs I've seen drop on this character (At level 19) have been level 13.

I have some 4/4 legs that are "fine" but I would like to get a pair of 5/4 ones, and if there's any way I can expedite that process that'd be awesome.

The issue is every copy of the legs I've looted on my mage at 19 has been level 13. Do boe greens drop at a lower level than the person looting them? Would I need a level 26~ char to farm level 19 items?

Items from chests dont scale, so they'd be level 19 every time

Chests drop in scaled loot so any item looted from a chest will be the original level before scailing was introduced. So you can chest farm at 120 and if the legs are in the chest they will be lvl 19 req

I think he’s suggesting chests as they drop static level items.

Great! I was really looking forward to an expansion where I didn't need to SFK chest farm, ah well

All you have to do is take a high level rogue through sfk and just loot the chests. Having track treasure helps a lot. The chests spawn in the same exact places and only up to a certain area, so after a few runs you'll get used to a route to take and it'll be really simple.

 

[Swoops]

There are some rares that drop unscaled greens too. A bunch of them in Hillsbrad especially, can farm them pretty efficiently with some server hopping. Those ones should be able to drop unscaled Shimmering Trousers for 19s.
