Negative, you physically "the person receiving the frag belt" do not at all need it. Just have to have engineering, and ANY one with engineering level 58+ has northrend engineering. So finding someone is not hard at all. Nice try though ;-)

You can have it all you want, but you cannot use the actual frag belt itself because it requires level 280 engineering to use. If this is not the case at all with your situation I would need more proof then a word from your mouth.

It will def work, it's a timing issue. It takes practice to do it, just keep at it. Worst case scenario add my btag and I'll do it for you.

I think you're totally missing the point of the vid, it isn't about having 280 eng and using it lol. It's how to obtain it if your character is to low of a level to learn northrend eng. Lol?
