While MogIt is amazing, it seems to lack many Quest rewards.
Bear in mind that the Quest rewards from Vanilla only WoW tended to all look the same, or similar enough that it was just a diff colored reskin. This means there aren't as many available Mog items for 19 as one might think. Also, many of the super unique items (Class Quest Chains) have had their Quests removed due to changed Content like Onyxia's Lair no longer being for Level 60's and The Shattering in Cata.Bump! You can filter on wowhead for transmog sets. Just set it to "quest reward" and required levels 1-58.

Basically any quest reward in Kalimdor or Eastern Kingdoms is transmoggable on level 19's. But you need to do the quest with a class that can use / wear the item that you are looking for. For instance, I recently obtained the http://www.wowhead.com/item=63678/helm-of-the-thousand-needles for my level 20 Warrior. I obtained it by doing the quest chain in the Thousand Needles on a Prot Pali who can wear plate armour and can obtain that item via the quest. See snip below :-
That's how I go about obtaining my quest mogs. It will take forever to get all the quest mogs as you need to do the quests over and over on different classes, so I just pick the ones that I like and go after those when I'm sub'd up. Then when my sub runs out, I still have access to all those mogs.
Only thing I don't have access to after sub expires is some of the more expensive enchant illusions which cost over 10g, but I still have a good few to choose from But that won't be an issue on a 19.
Other moggable items are those which you can wear / use directly on your toon (provided it's the same armour type). There are also some fancy higher level items that are obtainable. For instance as far as I know, bg crates from any level bracket can be mogged at 19. Also Cosmetic items are moggable at any level.

Most of mine are from old quests. Some are even from quests removed in 4.0. Luckily some of us had done them all before they were removed and now we are reaping the rewards.
Some of the class specific cosmetic sets work too.

There are some odd individual exceptions to the rules states above eg: http://www.wowhead.com/item=31002/summoners-blade can be transmogged on 19 rogue

I thought generally it was only vanilla quest rewards that were moggable on low levels? Doesnt that make http://www.wowhead.com/item=31002/summoners-blade an 'odd exception' among some others?

More than likely he had it from http://www.wowhead.com/item=10823/vanquishers-sword but because it isn't in the game anymore it appears as http://www.wowhead.com/item=31002/summoners-blade.
But I'm sure there may be one or two items that have slipped through Blizz's cracks. Would be good to find some cooler high level items (higher level than Vanilla that is).
