screw around with chardev and make a set that you personally like - this ain't 19s where one set is going to be almost unarguably bis per spec

Just use what fits your playstyle the best.

how do I decide what to use?

If you plan on doing Arena or RBGs then the bigger question is how good is/are your partner(s)/team. If you go for ex disco/rogue for 2v2 and the disco is very good at PvP then you could lean more PvE heavy gear wise. If it's RBGs and you're low on great healers then maybe heavy PvP gear for survival, etc.
