Does having Bloodsail Reputation allow you to buy the https://www.wowhead.com/item=150547/jolly-roger without having to do the Introduction Quest that requires level 35?

I wasn't able to get it. Looks like there are a few quests that need to be completed first.

I like the Blazing Rings and The Tonks, mostly.

As far as the races go, I dunno. I generally have felt that that sort of thing doesn't fit well with WoW's engine, and is frustrating.
