Chromie only available if you have a level 50 character on your account?

The way he said it seemed exclusionary, just making sure and clarifying. Not everyone has vets on standby.

I have Chromie Time available and can switch between all the expansions/queue for dungeons... I’m F2P, haven’t had a subscription forever, and don’t have a level 50 or above character.

I seem to have full access to Chromie and don't have a 50.
Am curious as to why when everything I read suggests I shouldn't be able to.
I wasn't on PTR and haven't done anything special that might unlock it as far as I know.
Not that I'm complaining, but it's pretty unfair to others who can't access all the content with such ease.
It seems inconsistent, though maybe there is an unknown factor relating to age of account or something?

I think some confusion might exist due to people playing fast and loose with specific terms.

When we say "F2P", we generally mean pure F2P (never ever had game time) and often, we mean that these accounts are also not linked to a BNet with a main account.

Accounts that used to have game time (even if they havent had game time in forever) are "Veteran" or "Vet" accounts. Yes, they are technically, currently free-to-play but we distinguish the difference by calling them "vets"

Access to Chromie Time seems to be contingent upon having had, at some point, the achievement for reaching max level (or maybe just level 50, even when level 50 wasnt end game?) so if you have a vet account or a F2P account thats linked to a bnet with that achievement, then you probably have access to chromie time.

I'm able to play any of my pre SL 20s using chromie, but all newly created characters are locked in to bfa/tutorial mode. I do not have a level 50 since I've been away a while.
