Those are your two solutions to prevent him from having fun in pugs, and they can both be avoided. So in short, the "power" that you are suggesting is not relevant at all.

he uses jumps i have no issues getting everybody i queue with filled up on consumables. if people are going to cater the enjoyment of an entire bracket on 1 person's actions then enjoy the actions others take.
