Straight healing done does not differentiate between a good healer and a bad healer, unless the two healers are the same class, on the same faction, in the same midfight, and then if they are shamans, then shear, o dispel, d dispel numbers are required to compare as well.
However, it doesn't take a rocket scientist (just a small amount of class awareness/bracket healing awareness) to make a solid judgement of a healer in warsong gulch, after something as short as a two minute midfight.
I play mistweaver. A lot. If I am in a midfight in any game (pug or premade), I can form a pretty good judgement of another mistweaver's mistweaving capabilities pretty quickly.
First, their healing done is an indication of their general knowledge of the class. If, after a two minute midnight, they are have only put out 10k healing, while I am sitting at 35k healing, then they are either not predicting burst at all, their reaction speed is awful, or their chi management is nonexistent. Now, I can look at their % overhealing. If they have 25% healing, to 75% overhealing, this further reinforces the first two points mentioned above. If I need even more evaluation, I can look at their % healing done by each spell. If enveloping mist is only doing 20% of their total healing, then their chi management needs some major tweaking.
Obviously, I will have a more in-depth analysis of a mistweaver than most others in the bracket, I'm neap. However, I assure you that people who main other healers could break down their individual classes, with priests looking at bubble %, shamans looking at every other shaman mechanic that has been brought up over and over, etc...
TL;DR wsg boards aren't 100 % defining of a healer's skill, however; they are useful, but at the same time a quick look at recount gives a much better representation of a healer's ability to function in a wsg.
