I pretty much only twink for PvE but I do some PvP when I'm in the mood. I have a question you might be able to answer. It seems as you progress through a Zone's Quests the iLvL gets steadily higher (even with side Quests, not just Main Story) do you have any take on that? If that's the case then it would seem wise to do ONLY The Zone Storyline to completion then go back and mop up all side Quests (to have them at the highest iLvL possible).
 
I just assumed the quests increased in ilvl by default as you progress through the zone.

Edit: Suramar rares don't scale or drop loot if you're below 110.

Edit2: Looks like the BoEs have a chance to have a socket and/or be warforged too >.<

Edit3: There's 2 pairs of the same lvl 101 shoulders on the AH, one is ilvl 835 and the other is 840 (neither warforged) so I guess the ilvl can vary a bit. Also seen 2 of the same trinket, one 759 and one 835??

Ok I tested the idea I had to get OP artifacts but unfortunately it either doesn't work or I don't know how to replicate it.

When I looted a relic on my DH it scaled to lvl 99 and was tradable with other people in the group. When I moused over the item later, the tooltip didn't say "Requires level 99" even though linking it in chat would show that.

So I just tried running a dungeon on my DK with a 110 DK in the group, they got a +31 relic and traded it to me, but unfortunately it shows "Requires level 110". Tried relogging, tried putting it in my bank, nothing works :(

Might be worth testing with a level 109 or lower in case items for level 110s work differently.
 
What are all the ilvl 800 quest items? Ive gotten two, idk what the others are. Cus I wanna choose the right quest rewards
 
okay so the BoEs you listed are on my ah ranging from 100-107, so i could buy any one of these and it would scale down to 99? Or does this mean the only way any 99 BoEs will be on the AH is if a level 99 gets the drop so its a 99 one?

A lvl 99 would have to loot it then put on ah for you to buy it and it be usable for lvl 99s they don't scale like that they scale to your level when you loot

Yup this is the Compund RNG Asmongold was talking about a month or so ago. A Blizzard Dev actually said they think we love the thrill of "What's inside this time". Seriously, nobody at Blizz plays WoW. Basically this is how it works (I'm generalizing some):

  1. Item drops normally.
  2. Item drops normally with a tiny boost in iLvL.
  3. Item drops normally with Tertiary Stats.
  4. Item drops normally with a tiny boost in iLvL and with Tertiary Stats.
  5. Item drops normally with a Socket.
  6. Item drops normally with a tiny boost in iLvL and with a socket.
  7. Item drops normally with Tertiary Stats and a Socket (this is fact, though super Rare, even WoD has some).
  8. Item drops normally with a tiny boost in iLvL and with Tertiary Stats and a Socket (Ultra Rare).
Repeat all of the above for:
  • Normal drop.
  • Warforged drop.
  • Titanforged drop (if it actually drops for sub 110).
Each item in Legion can have ~6 different iLvLs each with ~8 different results (well more if you count the varying Tertiary Stats). This is what Compound RNG looks like and Blizzard can shove it in their ass. There is one reason alone to implement this type of system, to force Players to continue subbing because of how long it takes to get "BiS".
 
Damn that sucks since it's unlikely many 99s will be in Legion zones, at least not for a while until people start levelling alts.

Looks like WoD enchants will be best for us since the Legion ones scale down to 22-30 stats each.

Unless the new ones (not Versa, I mean the Satyr, etc) are overall better. I haven't been able to more than just nudge my Enchanting up as it's stupid expensive atm to do anything with it.

Btw about farming artifact power - I've done Eye of Azshara twice now and both times there was a chest with a 200 AP item in it. Not sure if you can only loot them 1 time (they were in different locations) but if not, should be easy to farm with how fast dungeons go when twinked.

I did Eye of Azshara last night and looted both chests, going to go a second time when I get home from work to check if they are one-time spawns
