EU+US 39's Gear Scaling & Non-Scaling List

tumultuous ring doesnt scale unless you take one with a lower item level (from one of the 24 satchels example) and Tarenar's Token doesnt scale either

Basicly what you do is just check your ilvl on heirlooms and then you know shit wont scale higher than that and for the lower brackets its always "4" like lvl 19 =24 29 =34 39=44 etc etc etc
