39 or 59 bracket

I mean, rogues are good at most brackets. It really is going to come down to what you enjoy more.
What I generally advise for any bracket? Stop there for a bit, and do some BGs with your xp off. See how you like it, see how your class/spec is doing in that bracket. See if the play style and abilities available is something you enjoy, and then look at what further gear and abilities / talents are available at the next bracket.
I can't say how many times I've stopped and twinked at multiple brackets while leveling. It's probably the most fun way to level, and best way to truly master your class.

Rogues become good at the 59 bracket. 59 is way easier to twink not counting the extra levels. It's easy to get bis gear.
But yeah just look at talents and see what or if you want something.

59 and run https://www.wowhead.com/item=13183/venomspitter 2 set. The tooltip on wowhead is wrong, it roots the enemy & lowers their armor by 100 for 10 seconds, so you'll be doing about 20%+ more damage during this time
