I get what you're trying to say, and I'm personally not one to report unless they're using flight hacks or something so blatantly wrong, but if these people really wanted competitive games, then what are they doing to help their community so that they can get activity to actually play these characters?19s don't always pop either, there is a time frame that they do. Do the 29s really bother anything? I have not seen it. I have seen them in game and they are not even much more powerful than vet account. Like i said, it isn't ruining anything the only thing that is happening is it allows people who have spent time and effort setting up their 29 twinks to actually play them. Is that so horrible?
I am not saying that it is wrong or bad to report them, i am just saying I do not see a point to it and I am not going to.
There are plenty of 29's who want to organize wargames and organization of these events are ongoing, so not being able to play their character isn't even a valid excuse for exploitation.

My stance is I don't approve, won't report, but understand the motivation to do it. Sure it would be better to try and get 29 XP Off BG's rolling.
If Blizz actually saw sense and put 20's into the same situation as the rest of us i.e. XP Off queues then I'm guessing this thread wouldn't be a here.
