if you're referring to ipvp stats, a couple factors leave this unknown for the moment:
1) whether ipvp scaling is at all dependent upon character level (assuming a template is implemented)
2) whether levels other than 29 can enter bgs with buffs -- currently only 29s can. if this doesn't change, things 100% point in favor of rolling 29 over 20
another consideration: gearing. luckily for you, assuming you don't already have geared 20/29s with gf'd items, 20-29 bfa gearing is jokingly easy in most cases. i'm mainly speaking on primary stat stacking for agi/leather (gearing for which i've looked into extensively, under the assumption that primary stats are not being capped in ipvp), provided that most items for max primary stats are easy-to-obtain boes
if you already have a 29 (or 21, etc.) with gf'd items/chants, you'll certainly want to roll that over 20, as gf'd stats would nullify any potential scaling advantage of 20s (and that itself is still an unknown)
also, a final consideration that depends upon your intended class/spec: whether you're willing to sacrifice certain class abilities for better scaling (assuming that lower levels are equal or better in scaling -- again, currently unknown)

without stat templates boosting stamina for ftp and vets, youre going to get 1 shot by hunter pets. good riddance to lazy garbage. its not a secret i cant stand ftp losers but whats going to happen in bfa when your free game doesnt boost your stats in bg’s? you should advocate for your own ftp/vet/homeless bg’s. then you can focus on important things like tmogs instead of ruining bgs for real paying players.

i have twinks in every bracket, ftp are in one. one that just happens to be the biggest cesspool of terrible twinks both ftp/vet and paid players. objective oriented players are eclipsed by trash who only want to top dmg/kbs or ask me why i dont have endgame arena cheeves. bitch please. i don’t farm shit but gear, youll never see me gy farming or anything like that. ill be running a flag, healing a flag or returning a flag. ill also at the same time call out bads on their free game who roll fotm class/specs and cant seem to get past midfield.
im serious tho, whats going to happen in bfa without the template crutch in bg’s?

id start asking blizz for trial only bg’s now before your feels get hurt to the point all you do is duel levellers in goldshire. trial 100’s get 7 days of play, 20 tards should have a shelflife as well.
