Never seen Charged gear of sorcery before, can you still get that ring or is it gf'd? couldn't find the answer on WoWhead.

Drop rate is just extremely low.

It's rare like unicorns. I doubt anyone who has it was intentionally farming for it, they're kind of a shit luck thing like BvB.

Charged gear drops very frequently but getting the right variation... Now thats another different story.

I got two stam rings, two int rings, and over two dozen other variations void storaged(not counting the ones I vendored in MoP) and never saw a sorc, it's a pipe dream to me

I honestly don't know what IS BiS, preferences aside. I just know how I prefer to gear based on my playstyle. If I were you I'd trade out your crit ring for chabal's or ring of pardons, and switch out the crit trink- about 10% crit is all right since doom crits will spawn imps that can trigger ele force and molten core, but anything higher isn't going to be worth the loss of more useful stats. Stam and haste together will give you the best options imo

Having different sets for different situations is preferable of course!
