EU+US 110 Twinks Looking Really Good

So are 110s in their own bracket? I played a game earlier on a 111 enhance shaman with about 2 hours of quest gear https://puu.sh/BggRi/c2b621ecdc.png seems like the scaling makes 111 really fucking strong. I felt pretty tanky too, which is rare for enhance.

Can we still get artifact weps (on a new character)?
All trait are removed from artifact wep correct? (so they might not be bis?)

So what I'm pondering... excuse the fact that I have little experience with things WoD, Legion, and now BFA related.

I have no interest in anything PvE unless it's something I can do pretty easily to get gear in PvP.
- 110 seems out unless they merge 110-119 at some point. I'm not trying to do the boosting stuff.
- 111 seems possible. If secondary stats get worse as you level, this may be optimal.
- 115 seems possible. Could be the happy medium in between Legiondaries and new gear.
- 119 not sure. Is the advantage of this just higher primary stats? Seems like 120s right new are suffering from the lack of good secondaries, especially since the azurite gear doesn't have any, so maybe this spills over a bit into 119? No idea.

Questions on gearing: In legion, you could argue that making a 101 or questing legion areas in general would lock you out of possibly moving to 109 later due to limited quests and gear scaling. Ended up not being an issue since no one really did 109 like that. Would that be the same issue here though? If I make a 111 and learn later that 115 or 119 is more optimal, would I be screwing myself by burning quest gear at level 111?

I still have my 110 boost from buying BFA, but not sure where I want to end up.

my fresh paly never farmed AP snd so far ive recieved 3 good relics( i think) from bg wins. artfact is only 198 and im currently using a quest reward thats 208. i think if your 110 already had a pretty high artifact level it would probably be bis but maybe not for new twinks

Before everyone runs around wasting time twinking out 110s, they might want to know that Blizzard is already looking into the issue of 110-115s being too powerful, due to numerous complaints about it. They are "working on a fix".

To be honest, I never thought they'd leave in the game the fact that lower levels can seriously compete with higher level ones... and especially not to the extent where lower levels are ganking higher levels. I think ideally people are just not going completely splat in half a second because a level 120 decided to attack a level 115.

Though I do wonder how this will translate to IPvP as it's still unclear to me if there's crossover between how world pvp scaling and bg pvp scaling work. If they are the same mechanic, I doubt we see it's effect much in BGs since everyone's pushed to the x9 of the bracket, so there shouldn't need to be any up/down scaling compared to world PvP

side note, just got a 2nd azerite helm( helm of abyssal malevolence) and one of its powers (azerite fortification) match with the same power on the chest (breastplate of vengeful) so im wondering if they stack?

I've been going for certain pieces that have the shield bonus similar to prydaz, so far ive gotten super lucky and every piece does have the trait and they do stack giving me roughly 15k worth in absorbs.
