Arcanum of the Ramkahen is the only haste hat enchant i know of, and there ar plenty of 70+ shoulder inscriptions that can be applied to BoA gear by high level chars. None of them give stats to a 19 char though.

My half assed lock: Melicethea @ Executus - Game - World of Warcraft Robe, id say BoA is BiS ot of non-grandfathered items. Gloves - gold flecked from DM. Went affliction recently, dots are good enough in pugs and the only option in premades. Destro is pretty much impossible to pull off...

You wouldn't be able to comprehend it if you don't do the quest chain. One of the best low level quest chains imo, beats most epic goblin/worgen starter chains.
